Threads isn't formally blocked in Russia: Roskomnadzor never issued a separate decision on it. But it hasn't opened without a VPN since the day it launched in July 2023. Here's how that's possible and what you need to make Threads work.

Why Threads doesn't work without a VPN
Threads belongs to Meta, which a Russian court declared an extremist organisation in March 2022 and banned from operating. Facebook and Instagram are blocked at the request of the Prosecutor General. Threads launched after that and isn't named in the court ruling: in July 2023 Roskomnadzor said outright it would not block Threads under that decision.
But Threads is built on Instagram's infrastructure: login through an Instagram account, the same servers, the same media domains. Lawmaker Anton Gorelkin called it a "technical block" at the time: Threads doesn't work because Instagram doesn't. So the service is unreachable without a workaround even though it isn't in the registry itself.
What that means in practice
- The threads.net site and the app don't load the feed without a VPN, and login fails.
- The app isn't in the Russian App Store or Google Play: Meta doesn't publish it for the Russia region.
- If you already have an Instagram account, you don't need a separate Threads registration.
- Through a VPN everything works normally; Meta has imposed no restrictions on Russian accounts.
How to use Threads from Russia
- Turn on a VPN with an exit in Europe or the US. You need a protocol with traffic masking: OpenVPN and WireGuard get cut in Russia.
- Install the app. On Android: an APK from Meta's official mirror or Google Play of another country. On iPhone: you need an Apple ID from another country, otherwise there's the web version at threads.net in the browser, which is fully featured.
- Log in through Instagram. If you don't have an account, register it with the VPN on: Instagram asks for more verification when you sign up from Russia.
- Don't hop between countries. Logging in from Germany, then the US, then Switzerland looks suspicious to Meta and leads to "confirm it's you" checks. Pick one exit country and stick to it.
Can your account get banned
Meta doesn't ban accounts for using a VPN. Problems come from frequently changing addresses and from registering on "dirty" IPs that spammers used before you. Surok's addresses are dedicated and don't send spam, so there are fewer checks. If Instagram still asks for verification, complete it through the same country you registered from.
Is it legal
Using Threads and Instagram in Russia isn't prohibited; what's banned is Meta's activity as an organisation and advertising on its services. Using a VPN isn't prohibited either.
