Radmin VPN is a free Windows program that builds a virtual local network between computers over the internet — a Hamachi alternative. Friends' PCs "see" each other as if they were on one router. It's used for LAN games and Minecraft servers, remote access and small work networks.
Why it doesn't bypass blocks: a regular VPN sends your traffic to a server abroad so sites see a foreign address. Radmin VPN only links participants' computers and doesn't change your internet exit — YouTube and Instagram still see your Russian address.

Setting up LAN gaming: download from the official site; one player creates a network with a name and password; others join; pick LAN mode in the game; allow the game through Windows Firewall for private networks.
Both at once: usually fine, but a VPN in TUN mode may capture Radmin's traffic — exclude Radmin or use system-proxy mode.
