Outline VPN doesn't work in Russia: why, and what to do

Why Outline stopped connecting for many people in Russia, how the Shadowsocks protocol differs from modern ones, and how to keep the "one button" habit with a service that works.

Outline by Jigsaw was for a long time the simplest way to run your own VPN: a "Create server" button, an access key, done. In 2026, "Outline doesn't work" has become one of the most common complaints. Here is what is going on.

How Outline works

Under the hood Outline uses Shadowsocks: an encrypted stream with no disguise as a particular kind of traffic. To a carrier it looks like "unknown encrypted data on a non-standard port". That used to be enough, but traffic-analysis systems have learned to recognise such streams by statistical features and simply cut them after a few seconds.

Why it works sometimes

  • Different carriers, different rules. Outline may survive on a home ISP and die on mobile internet.
  • Whitelists. Some mobile carriers pass only known services, and an "unknown stream" is not among them.
  • Subnet blocks. Popular hosts where people run Outline get blocked in whole address ranges.

What you can do with Outline itself

Move to port 443, migrate the server to another host, add an obfuscation plugin on top. It helps sometimes, and not for long: the scheme "encrypted stream without disguise" stays vulnerable.

What works instead

Modern protocols hide the VPN inside ordinary HTTPS. VLESS with Reality looks to the carrier like a connection to a real website, certificate included. Add an entry inside the country: if the first node is in Moscow, the connection from Russia looks like ordinary traffic to a Russian server.
