VPN not working on MTS, Beeline, MegaFon or Tele2: why, and what to do in 2026

The VPN connects on Wi-Fi but not on MTS, Beeline, MegaFon or Tele2 mobile data. What each Russian carrier does, how to tell whitelists from DPI, and which VPN profile passes on each of them.

"VPN not working on Beeline", "on MTS", "on MegaFon", "on Tele2": four thousand searches a month in Russia with the same plot. At home on Wi-Fi the VPN connects, on mobile data it hangs on "Connecting…" or shows "Timeout". Here's what each carrier does and which VPN profile passes there.

Quick fix. In Surok switch to the "Europe · auto" profile. In our modem tests it passes on MTS, Beeline, MegaFon, Tele2 and Yota when ordinary VPNs are cut. Three days free.

Why it works on Wi-Fi but not on mobile

Home ISPs and mobile carriers filter differently. Mobile carriers have two tools:

  • DPI. Equipment recognises VPN protocols by their fingerprint: OpenVPN, WireGuard, IPsec, old Shadowsocks. The connection either drops or becomes a "zombie": packets go out, nothing comes back.
  • Whitelists. At certain hours and in certain regions the carrier passes only approved services: Gosuslugi, banks, Yandex, marketplaces. Everything else, including any VPN, never arrives. What whitelists are: internet whitelists.

On Wi-Fi there's usually neither, hence the difference.

How to tell them apart

  1. On mobile data without a VPN open YouTube or any foreign site. Opens slowly but opens: no whitelist right now, DPI is cutting the VPN. Nothing opens except Gosuslugi and banks: whitelist.
  2. Check the phone's clock: with the wrong time no secure protocol establishes.
  3. Turn Wi-Fi fully off so the phone isn't holding both connections at once.

What each carrier does

In September 2026 we ran thirty probes through modems on different carriers: a direct VPN connection failed on 29 of 30, while traffic disguised as HTTPS passed on all. Carriers do differ, but in the details.

MTS. Typical complaint: "connected, no internet" or a drop after a minute. That's DPI with a zombie connection: packets leave, no replies. HTTPS-disguised traffic passes: in Surok that's "Europe · auto"; on Wi-Fi you can go back to "Europe · Wi-Fi".

Beeline. The most searched of the four. Whitelists in some regions, when an ordinary VPN won't connect at all. Only HTTPS disguise to allowed addresses works, i.e. "Europe · auto". Avoid direct country profiles on Beeline mobile data.

MegaFon. DPI breaks the handshakes of direct protocols, while traffic to major CDNs and to addresses in the carrier's own cloud passes. "Europe · auto" and "Europe · reserve 1" are stable.

Tele2. A frequent complaint in our support: "connected but no internet". The cause is DNS: UDP queries on port 53 don't get through. In Surok DNS goes inside the tunnel, so with "Europe · auto" the problem doesn't occur. On another VPN switch its DNS to DoH.

Yota and virtual operators. They run on the big four's networks and inherit their filters: Yota behaves like MegaFon, bank-branded MVNOs like the network they're built on.

Step by step

  1. Turn Wi-Fi off.
  2. In Surok choose "Europe · auto" and connect.
  3. Open the IP check: if the country is European, it works.
  4. Didn't help: try "Europe · reserve 1" and "reserve 2"; different entries pass on different carriers.
  5. Turn off any second VPN or proxy and check date and time.
  6. Message support in the bot with your carrier and region: we match an entry point to the specific network.

FAQ

Can the carrier see I'm using a VPN? It sees encrypted traffic to some address. With HTTPS disguise it's indistinguishable from loading a website. More in can the ISP see a VPN.

Can I complain to the carrier? Support will say "there are no restrictions". Switching profile is faster.

Does changing carrier help? Whitelists are switched on regionally on all four. A disguised profile solves it without a new SIM.

In short

On MTS, Beeline, MegaFon and Tele2 mobile data an ordinary VPN is cut by DPI and whitelists. HTTPS-disguised traffic passes: in Surok that's "Europe · auto". Three days free, and the profile is matched to your carrier.
