Is Steam banned in Russia? Outages vs blocks and what to do

Steam is not blocked in Russia, but access drops regularly.

Timeline. In 2024 some Steam Community pages were added to the banned-content registry; the store, library and accounts kept working. On 1–2 June 2026 there was a mass outage and Roskomnadzor said it doesn't restrict Steam. On 13–14 July 2026 the outage was global. On 31 August 2026 Steam stopped opening for some users in Moscow, St Petersburg and other regions, mostly Rostelecom customers; the ISP denied restricting access and the regulator repeated it has no plans to block Steam.
How to tell. Check Steam's status page; ask friends on another ISP; tether from your phone; try a VPN.
What to do. Global outage — wait. ISP problem — restart Steam and the router, change DNS, change the download region, and use a VPN in TUN mode (in system-proxy mode the Steam client may bypass it). Voice chat needs UDP and a nearby server.
