Mobile internet not working: causes and fixes (MTS, Beeline, MegaFon, T2)

The signal is there but sites won't open, or only some apps work. Causes — from balance and settings to shutdowns and whitelists — and what to do in each case.

  1. Quick checks. Balance and data package; mobile data on and the right SIM selected; airplane mode on/off; reboot.
  2. APN settings. After changing phone or SIM, reset the APN to defaults (parameters are on your carrier's site).
  3. Carrier outage. If everyone nearby lost internet, check news and outage monitors for your carrier.
  4. Regional shutdowns. In some regions mobile internet is temporarily cut fully or partly; nothing on your phone will fix that.
  5. Whitelists. Government services and banks open, but YouTube, Telegram and VPNs don't — see internet whitelists. Only a VPN that connects via whitelisted addresses works; in Surok that's "Europe · auto" over a CDN.
  6. VPN fails only on mobile data. Pick the mobile profile, refresh the subscription or restart the app, and check the IP page.
